In onze staatsnormen staat nieuwe (overtollige) voor items die oorspronkelijk aan militairen worden uitgegeven, maar nog niet eerder werden gebruikt.
In de meeste gevallen sparen de militaire problemen voor alles wat ze kunnen, voor het geval soldaten hun verloren of beschadigde apparaten of kleding moeten veranderen. Na 2-4 jaar (afhankelijk van het land) na het uitgeven van apparatuur aan het personeel, verandert het leger hen in nieuwe om hoofd- en reserve personeelsapparatuur te vernieuwen, zelfs als reserve's helemaal niet werden gebruikt, dus dat is hoe ongebruikte items voor militaire kwaliteit naar ons magazijn komen.
